Dear Colleagues and Friends, On behalf of the Organizing committee for the 1999 IEEE International Conference on Acoustics, Speech, and Signal Processing (ICASSP-99), we wish to extend out warmest invitation for you to join us in Phoenix next March. Our committee is sparing no effort to provide you with the best possible setting for the technical sessions, tutorials, exhibits, and panels you have come to associate with the world's foremost annual signal processing conference. In addition, ICASSP-99 will introduce a new Industry Technology Track in which papers emphasizing industrial aspects and applications of signal processing will be featured. We anticipate that this forum will add a fresh dimension to ICASSP that will hold appeal for our colleagues in industry. The venue for ICASSP-99 in in the heart of Phoenix, Arizona - the sixth largest city in the U.S. and a leading center of high-technology industry. The conference hotels are within a ten-minute walk of the Phoenix Symphony Hall, the America West Arena (home of the Phoenix Suns NBA basketball team and the Phoenix Coyotes NHL ice hockey team), the Bank One Ballpark (home of the Arizona Diamondbacks and major league baseball's newest retractable-roof stadium), and a wealth of cultural and mercantile resources. We have deliberately scheduled ICASSP-99 a bit earlier then other recent ICASSPs (though not unprecedented early!) to allow you to enjoy the strikingly beautiful desert southwest in its finest season. The weather should be ideal for golf, tennis, hiking, and the many other outdoor activities that make Phoenix a favorite destination for tourists. We are very much looking forward to hosting you in March, 1999. Doug Cochran and Andreas Spanias
